The NY CTLE Math, In Plain English
If you hold a Professional Certificate, a permanent certificate with a Professional area, or you’re a Level III Teaching Assistant, NYSED requires 100 hours of Continuing Teacher and Leader Education (CTLE) every 5 years. The clock is real; the deadlines are real; the audits happen.
- 1 graduate semester credit = 15 CTLE hours
- 1 graduate quarter credit = 10 CTLE hours
- 1 hour of approved live or asynchronous PD = 1 CTLE hour
The cheapest path to 100 CTLE hours:
- 7 graduate credits = 105 CTLE hours (covers the full 100 with a small buffer)
- 6 graduate credits = 90 CTLE hours (close the last 10 with district PD)

Does NYSED accept CSUP-accredited graduate credit as CTLE hours?
Yes. NYSED’s CTLE regulation explicitly accepts “credit-bearing university or college courses” at the 15-hours-per-semester-credit rate, provided the institution is accredited. CSUP accreditation qualifies.
I’m an NYC DOE teacher — how does this work alongside ASPDP?
ASPDP courses are NYC DOE’s in-house PD path and they count toward both CTLE and salary differential. Graduate credits from outside providers also count toward CTLE, and most count toward salary differential as well — but salary differential approval is a separate DOE process and not automatic.
What happens if I miss the 100-hour deadline at my 5-year mark?
Your certificate becomes inactive until you complete the missing hours and submit them through your district’s CTLE reporting. You can’t legally teach on an inactive certificate, so most teachers in this spot finish the missing hours fast.
